Rebecca Mackenzie

Director & Principal Consultant

Rebecca Mackenzie has been with Accord since 2010 and is now a Principal Consultant.

After graduating with a first-class honours degree in Physics from Edinburgh University, Rebecca began her career in oil and gas with Logica UK. In her 16 years with the company she worked in a variety of demanding and responsible roles for several petroleum majors, often liaising directly with senior management and client partners.

During her career Rebecca has gained extensive experience of both the upstream and midstream oil and gas markets. She has worked extensively within commercial gas management, gas transportation, production reporting and hydrocarbon accounting.

Rebecca has a track record of turning business-critical requirements into successful IT solutions. Her proven skill set includes business-process definition, impact analysis, requirements capture, solution design, project management and business-assurance testing. She excels at all stages of project management, from start to completion, user training and beyond.

Rebecca’s current role is providing allocation consultancy to a North Sea Operator across a range of onshore and offshore assets.  Her responsibilities include definition of allocation rules for new projects, key business focal point with system providers, business process improvements, support for the operational team and UK representation for global Hydrocarbon Accounting strategy.

Rebecca has recently been elected to the position of Director by her colleagues to represent her fellow employee’s interests as a part of the Board of Directors.  This follows the successful completion of two years as an employee elected Trustee, representing fellow employees on the Employee Benefit Trust (EBT).

Gordon Inglis

Director & Principal Consultant

Gordon Inglis brings both management and scientific experience to his role at Accord. In addition to a BSc in Physical Sciences (Chemistry), he also holds an MBA from the Open University Business School and is a member of the Chartered Institute of Managers.

Gordon has spent more than 25 years in the oil and gas industry, gaining considerable experience in all aspects of hydrocarbon accounting. His key strengths are in allocation, hydrocarbon measurement, sampling and analysis, as well as in the auditing of allocation systems and testing laboratories.

During his long career Gordon has also put his management skills to good use, and has extensive experience of supervising and managing teams delivering a variety of technical and consultancy services.

As a chemist, Gordon has worked in just about every environment possible for a hydrocarbon specialist, from North Sea platforms and drilling rigs to laboratories in oil and product terminals.

Gordon makes a significant contribution to Accord’s success through his work for clients as well as by his determination to take forward our new model of employee ownership. As one of our two Employee Directors, Gordon was recently elected by his colleagues to represent his own and his fellow employees’ interests as part of the Board of Directors.

David Beecroft

David Beecroft

Principal Measurement Consultant

With over 25 years of experience in metering and product-allocation systems, Principal Measurement Consultant David Beecroft heads Accord’s Southern North Sea (SNS) Team in Norfolk.

David began his career in hydrocarbon measurement and allocation as a metering technician with Phillips Petroleum.  With a BSc honours degree in Technology from the Open University and subsequent registration as a Chartered Engineer, including both Eur.Ing. and C.Eng registrations, his career developed through technical and supervisory positions with a number of major operators and service providers; his last position before joining Accord in 2012 was as Measurement Manager/Principal Consultant at Intertek Smith Rea.

David has been focusing on the measurement, sampling and allocation of Southern North Sea hydrocarbon and associated products for most of his career. In his role in Accord’s Southern North Sea team he provides measurement and allocation-consultancy services to a range of long-term clients. He is actively involved in field evaluation and FEED studies, upgrade and new projects, and equipment-commissioning activities. He also manages our team of SNS engineers and consultants.

David’s additional skills include considerable operational knowledge of ultrasonic flow meters and produced water sampling and measurement for environmental discharge; together with an extensive working knowledge of technical standards. He also currently holds ISO9000:2000 Lead Auditor certification.

David is also committed to the further development of standards. He serves as Chairman of BSI Technical Committee CPI 30/5 Measurement of fluid flow in closed conduits - Velocity and Mass Methods. Keen on the dissemination of knowledge to the industry he is also a member of the UK organising committees for the North Sea Flow Measurement Workshop and the Oil & Gas Focus Group.

Walter Macdonald

Principal Consultant

Principal Consultant Walter Macdonald brought his 30 years of experience in both the upstream and midstream oil and gas industries to Accord in 2011.

He holds a wealth of qualifications, including the City and Guilds Full Technological Certificate in Industrial Measurement and Control and an HNC in Electrical and Electronic Engineering, as well as a
Diploma In Systems Practice, Post Graduate Diploma in Technology Management and a BSc (Hons) in Technology, all from the Open University. Walter has also completed the ISO 9000:2000 LRQA Lead Auditor course.

Walter’s strengths lie chiefly in the field of oil and gas measurement. He began his career as an offshore measurement technician in the North Sea before becoming an office-based auditor and measurement consultant for a variety of UK and international clients. He currently manages Accord’s Aberdeen-based measurement team.

Walter has particular expertise in auditing upstream oil and gas measurement facilities and allocation systems for compliance with standards and agreements; compiling strategies, procedures and philosophies for oil and gas measurement systems for clients and submission to government regulators; investigating and advising on oil and gas measurement problems; and carrying out measurement and allocation uncertainty studies.

Robert Sibbald

Principal Consultant & Elected Trustee of the Accord Employee Benefit Trust

Principal Consultant Robert Sibbald has worked in the oil and gas industry since 1998. Before joining Accord in 2011 he was a Team Leader/Business Analyst for Logica and a Manager/Senior Consultant for Smith Rea.

With a background in both Physics (B.Sc. Hons University of Strathclyde) and Information Systems Management (M.Sc., University of Stirling), Robert specialises in the development and support of hydrocarbon accounting and production reporting systems. He has extensive experience in business requirements capture, detailed system specification, team leading, project management, acceptance testing and end-user training.

Robert is a highly motivated, self-driven analytical thinker with excellent interpersonal skills and an established reputation for delivering projects on time and within budget.   

Since joining Accord Robert has been working as an Allocation Consultant/Engineer for Maersk Oil, and is assisting them with their allocation processes, including the introduction of Uncertainty Based Allocation (UBA). He has also been chosen by his colleagues to represent their collective interests as one of two employee representatives on the Accord Employee Benefit Trust (EBT).

Mark Lowen

Technical Consultant & Elected Trustee for Accord Employee Benefit Trust

Mark Lowen started with Accord in January 2012 as a Measurement Engineer and has now progressed to the position of Technical Consultant.

After completing an Ordinary National Diploma, a Higher National Certificate and finally a Higher National Diploma in Engineering, Mark began his career in the microelectronics industry before moving into test and calibration. This gave him the experience required to set up a laboratory at Antech engineering in Great Yarmouth and a first insight into the oil and gas industry. From here, time spent as an Underwater Geophysical Engineer provided detailed knowledge of the first stage in oil and gas exploration. He then moved into an instrumentation technician role based both onshore and offshore. This developed into a senior metering technician role that involved overseeing work for a group of technicians and standing in for the supervisor.

During his career Mark has gained extensive experience in the oil and gas industry, particularly in metering, production reporting, analysis and hydrocarbon accounting.

Mark has been successfully managing several onshore and offshore assets for a client within the Central and Southern North Sea. This includes project FEED, execution and commissioning, as well as a continuing support role once these systems were handed over to operations.

Willing to undertake all aspects of work that hydrocarbon measurement entails, Mark still goes offshore to carry out routine maintenance on systems that he has been involved with from the design stage, so providing a complete support service.

Mark has recently been elected to the position of Trustee to represent his fellow employees on the Employee Benefit Trust (EBT).
